More and more attention has been paid to the problems of environmental protection and safety performance in developed countries. Since last year, more and more relevant standards have been introduced or increased, reflecting the fact that technical barriers have become the mainstream of trade barriers.


Recall measures are frequently used in Europe and the United States


In the first quarter of this year, the European Commission's non food quick warning system (RAPEX) announced 589 serious risk consumer goods recall announces, an increase of 28.9% over the same period.

There were 380 items of products exported to China (excluding Taiwan and Hongkong), with an increase of 42.3%, of which 103 were textiles and clothing, 1.1 times higher than the same period last year.


In the same period, the US Consumer Product Safety Commission (CPSC) issued 101 recall notice, an increase of 3.1% over the same period, involving the mainland of China.

Of the 55 notifications, 14 were textiles and clothing, representing an increase of 16.7% over the same period.


The textiles and clothing products recalled by the EU and the United States are mainly children's clothing and shoes, but also include some sportswear and clothing.

The main reason for the announcement is similar to that of last year. There is stifling danger (excessive length of rope for children's tops and caps), chemical hazards (two methyl fumarate and azo dyes detected), and risk of injury.

New standards are numerous.


Since 2009, various new standards have been promulgated all over the world, or the original standards have been amended, amended or changed.

For example, the Japanese version of the REACH system to be implemented in 2010; the United States fur Labeling Act; the EU's revision of the 2010 edition of Oeko-Tex100; the establishment of an expert group in India to set up environmental compliance standards and import standards for leather, textile and toy industries; Vietnam promulgated the National Technical regulations on toy safety; Russia, Belarus and Kazakhstan will establish a customs union; it is expected to upgrade the tariff rate before 2013 to protect the interests of the industry; Saudi Arabia and Italy customs have issued mandatory rules for the origin of textiles, footwear and leather products.


Although WTO and other international organizations have also introduced a series of measures to coordinate the relevant standards of countries, we must remind textile and garment export enterprises:


1, understand the market requirements in detail, organize production in strict accordance with the standard requirements, or provide relevant certificates, and effectively improve the level of production management.


2, pay attention to avoid risks when signing contracts with customers, do not accept defective designs, avoid claims for return.


3, we should strengthen the safety examination of product design and development, enhance the ability of self-examination and self-control, and effectively avoid risks.
