The European Union of trade unions (ETUC) recently released an updated high priority list of substances.

To maximize the authorized substances under the REACH regulations, the goal is to gradually eliminate the chemicals that are toxic to human health and environment in the EU market.

The second edition of the list includes 334 substances or material groups that meet the priority rules, which means that 29 new substances have been added to the first edition published in March 2009.

Most of these substances are considered to be the cause of occupational disease in EU countries.


ETUC believes that the inclusion of chemicals in the League list will effectively reduce the incidence of chemical related occupational diseases and reduce the costs of the public, workers and enterprises.

This is also a driving force for companies to innovate and find safety alternatives.


Two years after the entry into force of REACH, ECHA only incorporated 38 substances into the authorized candidate list, and no material was added to the authorization list.

At this rate, we need several generations to deal with high attention substances that appear in our factories and environment.

Therefore, ETUC appealed to the EU Member States, the European Commission and the ECHA to push forward the authorization process so as to avoid losing credibility and weakening.
