Didier Ryan Dyer, the finance minister of the rotating presidency, said 1 days that the EU will push ahead with the quota reform of the International Monetary Fund (IMF) this year, giving more voting power to emerging economies and developing countries, and willing to give up some seats in the Executive Board of IMF.


On the day of the informal meeting of EU finance ministers, Ryan Dyer told reporters that the EU hopes to push forward the pfer of 5% share of IMF to emerging economies and developing countries this year, and is willing to discuss with the United States and other IMF members.

Ryan Dyer also said that the EU could consider adopting a rotation method in some constituencies to reduce the excessive number of seats occupied by European countries in the IMF executive board, thus giving developing countries and emerging economies more say.


The IMF executive board is mainly responsible for handling the daily work of IMF.

At present, the Executive Board of IMF consists of 24 members, of whom 5 are executive directors appointed by 5 member states with the largest share of IMF, namely, the United States, Japan, Germany, France and Britain. The remaining 19 are elected by constituencies composed of other member states.

In addition to Germany, France and Britain, each member of the European Union has a fixed seat. At the same time, the other EU Member States also have at least 5 seats in the Executive Board of IMF, making the EU representatives account for 1/3 of the total.


But for the proposal of the United States to reduce the executive board seats from the current 24 to 20, Ryan Dyer stressed that this should be discussed after the implementation of the quota reform. And if we want to reform the IMF, the veto power of the United States in IMF also needs to be discussed.


At present, the major decision of IMF must get at least 85% of the voting power of 187 Member States to pass, while the United States has 16.74% of the voting rights, that is to say, the United States has the actual veto power in any major decision.
