Recently, journalists learned that the national basic safety technical specification for textile products (GB18401-2010), which was originally implemented in August 1, 2011, will be postponed until August 1, 2012.

At that time, this version will replace the current GB 18401 - 2003 (03 Edition) and become a new national mandatory standard, which does not conform to the GB18401-2010 standard.

The new standard has wider coverage.

It is understood that the "national textile product basic safety technical specification" is the first textile product safety technical specification formulated after China's entry into WTO.

Compared with the 2003 edition, the new edition of the standard has the following modifications: the scope of application, in addition to retaining the original textile products used for decoration and decoration, the addition of "household textile products" is added; the textile product catalog which does not fall within the scope of this standard is increased from 10 to 13, and the "primary use sanitary articles", "bags, back bags" are added.

At the same time, the definition of infant textile products is changed from the 2003 edition of the "textile products worn or used by infants aged 24 months or less" to "textile products worn or used by infants aged 36 months or less". The height is changed from "80 centimeters" to "100 centimeters", and the product label must be marked as "infant textile products".

The new standard defines infant textile products more widely and closer to the actual situation of infant height.

Pay more attention to dressing safety

In addition, compared with the 2003 edition standard, the new standard is more stringent for the control of toxic and harmful substances, and it also puts forward higher requirements for the ability of inspection institutions.

The carcinogenic aromatic amines in the new standard increased the "4- amino azobenzene" to 24 species, and the limit value of aromatic amines must be less than 20 mg / kg.

At the same time, the sampling requirements of color fastness, formaldehyde, pH value, and decomposition of carcinogenic aromatic amine dye were increased. It was stipulated that under the reduction condition, the list of aromatic amines was not allowed to be decomposed.

In addition, the new standard has added saliva color fastness and infant skin protection standards in infant textile assessment indicators.

In this regard, the industry said that the implementation of the new standard of textile products will, to a certain extent, urge textile and garment enterprises to strengthen the management of suppliers of raw materials and accessories, so as to strengthen the control of clothing quality and safety from the source.

Taking pH value as an example, in recent years, PH exceeding the standard has repeatedly become the "culprit" leading to unqualified clothing.

"In fact, there are environmentally-friendly textile auxiliaries available for clothing companies in the market, but some small businesses are still using contaminated additives.

After the implementation of the new standard, the products whose safety is not up to standard will be strictly prohibited, which will force more and more textile garments to choose qualified suppliers so as to improve the quality and safety of the products.

Postponed enterprise buffer period

It is understood that "national textile product basic safety technical specification" (GB18401-2010) is a mandatory standard. After the formal implementation, the requirements of other relevant standards do not meet the requirements of the code, and the mandatory technical specifications of the State shall prevail.

This means that after the implementation of the new standard, all products that are not produced according to the new standards will be banned from sale in the market, and the textile and garment enterprises that fail to prepare ahead of schedule will undoubtedly face a blow.

"The implementation of the new standard is postponed for one year. Part of the reason may be that the production cycle of many textile and garment enterprises will take about a year in advance. If the new regulations promulgated formally in January and implemented immediately in August, many enterprises may not adjust the production of products, and postpone the implementation for 1 years, which will give enterprises a buffer period."
