EU Illegal Chinese Shoe Wins Fujian Export Shoes "Injured"

In October 28th, the WTO ruled that the EU anti-dumping case against China's leather shoes.

The EU anti-dumping case against Chinese leather shoes began in October 2006. In those days, the EU formally imposed 16.5% high anti-dumping duties on Chinese leather shoes. After the expiration of 2008, the European Union decided to extend the anti-dumping measures for 15 months. In fact, the high anti-dumping duty was officially abolished until March 31, 2011.


In February 4, 2010, China resorted to the WTO.

In May 18th, the WTO formally set up an expert group to investigate whether the EU's action violated international trade rules.

In October 28th this year, the WTO finally released the panel report that the EU's basic anti-dumping regulations violated WTO's relevant rules. The EU anti-dumping authorities are wrong to apply the clause to the anti-dumping investigation of leather shoes in China.


Fujian export shoe enterprises are "very hurt"


According to the insiders, in the 5 years when the EU imposed high anti-dumping duties on Chinese shoe enterprises, Panyu, Guangdong was the "worst hit area". Compared with the fact that Fujian shoe companies mostly focused on the domestic market, the impact was relatively small, but some of Fujian's export shoe enterprises were hit hard.

A Jinjiang shoe company official told the reporter that after the EU tariff increased, some export oriented shoe companies later had to abandon the EU market because of the continued reduction in orders from the EU.


Nike and Adidas also have foundry bases in Fujian.

According to relevant personages, the cost of shoemaking in China was higher than that in Southeast Asia, plus a 16.5% anti-dumping duty. In recent years, some EU customers have pferred some of their orders to Southeast Asian countries such as Indonesia.

"After years of efforts by the Chinese government and enterprises and the cooperation of the EU customers, the anti-dumping duty has been finally knocked out, to a certain extent, to reduce the cost pressure of the EU buyers, and to enhance the competitiveness of Chinese shoes in the EU market."

According to informed sources, in April this year, the EU formally abolished the high anti-dumping duty, the order from the European Union has improved, and a number of giants such as Nike have increased the leather shoes orders to the EU market for Chinese shoe enterprises.


However, there is still concern in the Xiamen industry that, despite winning the EU lawsuit, Chinese shoe companies should not be blindly optimistic.

"With the increasing cost of raw materials and labor, the prices of China's export shoes are also rising, and Chinese shoe companies have been unable to compete at the same price as before."


Xiamen Luo Cheng industry and trade people frankly said, in fact, the European debt crisis brought more impact than the "EU shoe case". At present, they are paying close attention to the evolution of the European debt crisis.
