First, the fragmentation of cross-border logistics leads to regulatory difficulties.

E-commerce cross-border retail is generally through small packages, because of the large number and relatively fragmented, not only low logistics efficiency, high cost, and the workload of customs management departments surging, the current logistics and customs clearance mode can not adapt to.

Due to the lax enforcement of relevant systems, fake and shoddy commodities are often found in online shopping, or through "buying on behalf", concealing reports, evasion of taxes and tax evasion, and illegal elements carrying weapons and drugs smuggled in mail and express mail, and there are security risks in cross-border electric business.

Second, the reform of customs clearance management system for cross-border online shopping needs to be comprehensively promoted.

The reform of cross border e-commerce facilitation is still in the pilot stage, and the import regulation of cross-border online shopping needs to be accelerated.

Moreover, the construction of single window system and mechanism is not perfect at present. There are many regulatory departments at the port site, decentralized management, low efficiency of logistics clearance, and relatively high operation cost of cross-border e-commerce, which directly affect consumers' willingness and scale to cross border online shopping.

Third, the cross border e-commerce statistics system has not yet been unified.

At present, the definition of statistical data, data sources, statistical caliber and so on are not clear, leading to China's cross-border electricity supplier data statistics is difficult to achieve accurate, affecting the exact judgment of the relevant departments.

At present, it is urgent to study and establish a standardized cross border e-commerce statistics system, clear statistical caliber, and unify statistical systems and standards.
