During the "12th Five-Year" period, faced with the complicated international and domestic environment and arduous tasks of reform, development and stability, the textile industry cluster has made remarkable achievements in pioneering and innovating, making continuous progress, and actively exploring strategic adjustment and pformation and upgrading.

According to the analysis of effective sample data of 65 textile industrial clusters by China Textile Union, in 2015, the main business income of China's textile industry cluster increased by 2.2% over the same period, the total profit grew by 6.6%, the value of export delivery increased by 4.5%, and the number of employees increased by 0.8%.

It can be seen that the cluster economy, which accounts for about 40% of the total textile economy, has played an important role in promoting the healthy development of the industry and maintaining the smooth operation of the industry.

Wang Tiankai said that the operation of the textile industrial cluster in 2015 showed new characteristics and highlights: the Internet strategy promoted the innovation and development of public service platform, and promoted the pformation power of regional brand advantage and characteristic creativity. The pressure of energy saving and environmental protection forced cluster enterprises to accelerate the green development, and the interactive mode of regional strategic cooperation and innovation cluster industry, and the driving and leading role of large enterprises was highlighted.

But Wang Tiankai also pointed out that at present, China's textile industry around the structural reform of the supply side and the five major tasks of this year's "go to capacity, go to inventory, leverage, reduce costs and make up the shortcoming", there are some contradictions and problems that need attention and need to be solved urgently: first, phased and structural overcapacity; two, the task of reducing costs is still arduous; three, the supply of high-quality cotton raw materials is short; four, energy saving and environmental protection still face greater pressure; five, the lack of innovation in research and development and marketing mode.

Therefore, the task of pformation and upgrading of industrial clusters is also facing an urgent situation.

"This year is the start of 13th Five-Year," the Central Committee's proposed supply side structural reform has defined the direction and tasks for the future development of textile industrial clusters. "China made 2025" and "Internet +" have provided a strong policy and institutional guarantee for accelerating the pformation and upgrading of textile industrial clusters.

Wang Tiankai said that in the development of "13th Five-Year", the focus of the work of textile industrial clusters should be on promoting industrial pformation and upgrading, giving full play to the leading role of innovation, implementing the innovation driven development strategy in depth, putting innovation in the core position of the overall economic development of the cluster, and comprehensively promoting the structural reform of the supply side. After several years of efforts, a group of modern industrial clusters with a large number of small and medium-sized enterprises in the coordinated development, close production, supply and marketing, intelligent manufacturing and modern logistics are formed.

The governments of various clusters should intensify their efforts to mobilize the enthusiasm of enterprises and promote the six pformation of industrial clusters.

That is, to promote technological pformation, green pformation, intelligent pformation, feature pformation, quality pformation and management pformation.

As for the pformation and upgrading of the textile industrial cluster, Xia Lingmin said that although some comparative advantages such as low wage cost have obviously weakened in the current situation, there are still many advantages in supporting the development of the cluster economy, such as the strong support of local governments in policy and measures, the unique specialized production, the upstream and downstream matching of industrial chain, the mutual promotion and interaction between industry and professional market, the rapid dissemination of professional information in the region and the gradual improvement of public services.

Industrial clusters should further consolidate their original advantages and bring the original advantages into full play with innovative ideas.

Xia Lingmin believes that under the tide of "Internet +", the textile supply chain should actively adapt to the Internet era, strengthen the integration of the two technologies, promote the digitalization and intellectualization of textile manufacturing, build a green manufacturing system, improve the level of green development, break the original operation mode and traditional business operation, and accelerate the pformation of textile industrial clusters, so as to achieve a substantive breakthrough.

Wang Wei, director of the Institute of market economy of the State Council Development Research Center, said that in the development process of garment industry in developed countries, the driving force of innovation and development is not from low-cost labor resources, but also by advanced network technology, creative design ability and high quality and high level management ability.

The pformation and upgrading of the textile industry should not only focus on the upgrading of the manufacturing industry, but more importantly, it is necessary to create more development elements for the industry through the development of productive services surrounding the textile and garment industry, so as to enhance the level of the textile industry as a whole.

For the development of industrial clusters, there is an urgent need to establish a productive service platform to provide services including R & D, creativity, finance and credit.

Wang Wei also said that in the past, we looked at the low cost advantages of clusters. However, from the present point of view, the improvement of production efficiency and operational efficiency is also critical. The division of labor among industrial clusters around the core of a large industrial enterprise will form a diversified value-added advantage in the industrial chain. This is also the value-added advantage of cluster creation, which is different from other general enterprises, and is the core advantage of the development of industrial clusters to a more mature stage.
