Gaoqing County has a long history of cotton planting. It is a pilot county of cotton industrialization in Shandong province. The Gaoqing County Party committee and county government, based on the advantages of cotton resources and industrial base, regard the development of the textile industry as an important breakthrough in strengthening the county economy and realizing industrial strong counties, and gradually formed the industrial chain from cotton planting, processing, spinning, weaving, printing and dyeing to clothing.

As of 2018, there were 78 textile and garment enterprises in the county, of which 15 were above scale enterprises, and 1 were over 1 textile and garment workers above Designated Size, accounting for about 35% of the staff of Enterprises above Designated Size in the county. Enterprises above Designated Size in the county have annual production capacity of 50 thousand tons of cotton yarn, 60 million meters of weaving cloth, 150 million meters of dyeing and finishing, and 10 million garments.

In recent years, in order to further implement the strategy of building the county and the new strong industrialization County, we should further increase policy support and promote industrial transformation and upgrading. The Gaoqing County Party committee and the county government take the textile as the characteristic advantage industry, and focus on creating high-end denim fabrics and clothing industry.

On the basis of successful trial, we should carry out the application and industrialization promotion of the production of large goods, rely on the leading enterprises of clothing, strengthen the clothing sector, strengthen brand innovation, and enhance the brand innovation through the upgrading of the equipment level, management level and processing capacity of the enterprises, etc., so as to realize the transformation and development. Relying on the leading printing and dyeing enterprises, we should make excellent printing and dyeing plates, focus on "health, environmental protection, energy saving", intensify dyeing and finishing technology innovation, realize the transformation from "imitation" to "create", and rely on knitting enterprises to do well in warp knitting and other textiles. On the basis of making the best of the existing products, we will further expand and transform the warp knitting projects, and gradually upgrade the equipment to high-end, energy-saving and intelligent, and develop towards the warp knitting industrial park. Relying on textile leading enterprises, we will strengthen the denim fabric plate, continue to implement the high-end denim fabric project, and cooperate with the textile colleges to indigo dye electroreduction technology.
