Xinjiang Textile

Xinjiang has abundant cotton resources and neighboring countries such as Central Asia. It has a good foundation for developing the textile and garment industry. In recent years, with the support of many preferential policies of the government, the textile and garment industry in Xinjiang has further improved the digitalization and intellectualization level of technical equipment, promoted industrial transformation and upgrading, and realized the green and sustainable development of the textile industry.

In December 15th, CCTV broadcast the Xinjiang textile industry to "green + intelligence" to achieve green and sustainable development. The news introduced the development of Xinjiang textile and garment industry, and introduced the development of textile and garment industry in Shawan County.

In the production workshop of a textile company in Shawan County, Xinjiang, workers only need to press the button to complete the manipulation of the automatic spinning production line. According to the introduction, before realizing automation, 8 workers are required daily from the workshop. The average daily output is only 0.12 tons. After the automation system is replaced, only 4 of the equipment can be controlled by herself, and the average daily output is 3.2 tons.

In recent years, Xinjiang's textile and garment industry has problems such as uneven industrial development, low industrial chain development, and intensified competition among similar products in primary links. In accordance with the requirements of the state, Xinjiang has implemented the strategy of "inputting, adjusting, reducing staff and increasing efficiency". In the past two years, the government has successively introduced supporting policies to guide textile enterprises to speed up structural adjustment and transformation and upgrading, forming a chain of cotton textile industry, phasing out the scale of less than 30 thousand spindles, and equipment backward cotton spinning capacity, and speeding up the development of intellectualization and greening. So, what is the future development of Xinjiang's textile and garment industry?

Xinjiang textile and garment industry has developed rapidly in recent years.

In recent years, with the support of policy, Xinjiang cotton textile and garment industry has been developing rapidly. According to the national cotton market monitoring system data, 2018/2019 cotton planting area was 48 million 251 thousand mu in the year of 2018/2019, of which Xinjiang accounted for 71.6%, the total output of cotton in China was 6 million 105 thousand tons, and Xinjiang accounted for 83.6%.

In 2014, Xinjiang launched the "development of textile and garment industry to promote employment of millions of people" project. With the implementation of a series of important policies, Xinjiang became the fastest growing region of textile industry nationwide, and the employment and livelihood effects of local people increased significantly. Xinjiang's textile production capacity increased from 7 million in 2014 to around 18 million in 2018. In 2014, the textile and garment industry achieved 40 thousand new jobs, 97 thousand in 2015, 111 thousand and 800 in 2016, and 103 thousand and 500 in 2017. According to the Xinjiang textile and garment industry development plan (2018 - 2023), Xinjiang's total industrial chain capacity will reach 1 million by 2023.

Policy change of Xinjiang's textile and garment industry

Since Xinjiang launched the policy of vigorously developing the textile and garment industry to stimulate employment of millions of people in 2014, the investment in Xinjiang's textile and garment industry has increased rapidly, and a series of development problems have followed. In order to control the unordered expansion of cotton spinning capacity and improve the industrial production and trade structure, in 2018, it issued the notice on strengthening the management and construction of cotton spinning construction projects to promote the development of high quality industries, comprehensively implementing the new development concept, and promoting the high quality development of cotton spinning industry. At the same time, the notice on further improving the policy of textile and garment industry in autonomous region pointed out that it supports enterprises to "go out". Support for apparel, home textiles, knitting and other terminal industries to participate in various exhibitions such as Russia, Central Asia and other countries, cross-border e-commerce and international market development.

The Xinjiang textile and garment industry development plan (2018 - 2023) mentioned that by 2023, Xinjiang's cotton textile industry has the highest level of equipment and technology, and the technological innovation capability and endogenous power of the enterprises have been further enhanced, and the product quality and regional brand have significantly improved. The policy will focus on the development of Xinjiang's textile and garment industry to a high quality development, and build a new competitive advantage of Xinjiang's textile and garment industry, and stimulate the industry to expand the market along the "one belt and one road".

Market in neighboring countries of Xinjiang

Xinjiang connects with Russia, Mongolia, West Kazakhstan, Kyrgyzstan and Tajikistan, India, Pakistan and Afghanistan, and runs through Central Asia to Europe, connecting two markets at home and abroad. It is a hub for China's opening to the West.

According to the statistics of the United Nations Statistics Department, since 2000, the proportion of GDP in the five Central Asian countries has increased gradually. With the economic recovery around Xinjiang, the demand and consumption upgrading will drive the development of Xinjiang's textile and garment industry. The five Central Asian countries are the largest market for textile and clothing exports in Xinjiang, accounting for 80% of the total export volume of Xinjiang's textile and clothing.

The Xinjiang Uygur Autonomous Region's relevant departments have investigated the textile demand market around Xinjiang. In the next 10 years, the volume of textile and garment market in Central Asia, Russia and Europe will reach 1 trillion and 600 billion yuan. If Xinjiang can open the west to the export market, Xinjiang's textile and garment industry will have broad room for development. With the normalization of the operation of China and Europe, the transportation time and cost of Xinjiang's textile and clothing products to Central Asia and Europe have been greatly reduced. Apart from the factors of transportation subsidies, the cost advantage is more obvious than that of Xinjiang's goods transported to the mainland and then transported from the mainland to the European market.

Taking into account the sustained development of the industry and not relying too much on policy support, Xinjiang textile and garment enterprises should pay close attention to the market of the ten countries around Xinjiang.
