In 2009, Costa Rica separated from the Caribbean Basin program, the second largest source of imports in the United States.

90% of Haiti's exports to the United States are garments, most of which benefit from the US Tariff Reduction Act.

In the 1-8 month of 2011, Haiti's clothing exports to the United States increased by 46% from the preferential tariff rate, up 0.7% from the same period in 2010, which was seriously affected by the 2010 January earthquake.

In 2009, the US import from Haiti increased by 26%. Haiti is responsible for almost all clothing in the United States imported from the Caribbean Basin countries.

In 2010, the total import volume of the United States from the Caribbean basin plan increased by 7.4% compared to the same period last year, reaching 10 billion 100 million US dollars, but it was lower than the 19 billion 500 million US dollars in 2008.

Costa Rica lost its status as a beneficiary in 2009. In the 2008-2009 year, costumes in Costa Rica dropped from US $10 billion 100 million to US $3 billion 900 million.

The report holds that the United States has established agreements with the Caribbean Basin countries through the Caribbean basin plan, which has provided important opportunities for developing active participation and deepening regional trade liberalization initiatives.
