The minimum wage in Heilongjiang was 1160 yuan in 2012, and has not been adjusted for 3 years. It does not meet the requirements of "minimum wage standard adjusted at least once every two years" in the minimum wage regulations.

Data show that only about 40% increase this year can the "12th Five-Year plan" be completed.

The overall report shows that the minimum wage increases in provinces are decreasing, and the adjustment ranges from 2011 to 2014 are 22%, 20%, 17% and 14% respectively. This year's rate of adjustment is generally around 10%.

The chief executive said that the workers affected by the minimum wage adjustment accounted for 20% of the employees.

"In the process of determining the minimum wage standard, the representatives of trade unions and enterprise representatives are not involved."

On the "two sessions" held in Beijing at the beginning of this year, the Beijing Federation of trade unions submitted the proposal of the group proposal. The adjustment of the minimum wage standard should be jointly studied by the social security department with the trade union and the enterprise representative organization, and the deputy mayor shall organize the relevant departments to discuss it, and form an adjustment opinion to the municipal government for approval.
